Supporting the national government, partners and communities to use displacement risk evidence to inform policy, planning and climate resilience investments.

Indonesia faces growing risks of climate-related population movements as climate hazards become more frequent and intense. IOM Indonesia and the Climate Mobility Innovation Lab (CMIL) work with national partners to strengthen evidence-based planning on climate mobility. Through the Risk Index for Climate Displacement (RICD), supported by the National Agency for Disaster Management (BNPB) and technical partners, the initiative identifies where climate hazards, population exposure, and socioeconomic vulnerabilities are most likely to converge and create future displacement risks. The analysis informs preparedness and resilience planning, while also guiding Climate Catalytic Fund (CCF) investments toward priority locations where resilience-building measures can reduce displacement risks and strengthen community adaptation capacity.

Risk Index for Climate Displacement

Indonesia faces growing risks of climate-related population movements as climate hazards become more frequent and intense. RICD provides forward-looking analysis to identify where climate hazards, population exposure, and socioeconomic vulnerabilities are most likely to converge and create displacement risks.

The macro-level analysis covers every regency and city in Indonesia (administrative level 2). Flood and drought analyses are published, while the multi-hazard analysis is ongoing and future climate change scenarios are planned.

The micro-level analysis has been completed and published for two hotspots: Bandung in West Java and Makassar in South Sulawesi.

Climate Catalytic Fund

CCF mobilises fast, match-funded (including blended finance) grants that turn risk and displacement evidence, including the Risk Index for Climate Displacement (RICD) where available, into concrete, on-the-ground, locally-led adaptation. As part of CMIL, it sits alongside RICD and other evidence, ensuring evidence, finance, and experimentation feed each other.
