Turning climate mobility evidence into investment at scale

What is the Climate Mobility Investment Facility (CMIF)?

Climate-related displacement is increasing, yet climate finance remains fragmented and largely focused on responding to displacement after it occurs. CMIF is IOM's innovative blended finance mechanism designed to fill this gap by connecting climate mobility evidence and investment pipelines with public and private capital.

CMIF provides an integrated, country-led and needs-based approach to climate mobility investment. It supports countries to identify and anticipate climate mobility risks, test locally led innovation, and develop investment-ready pipelines that can mobilise larger-scale financing.

CMIF brings together country diagnostics, including the Risk Index for Climate Displacement (RICD); locally led innovation and catalytic finance through the Climate Catalytic Fund (CCF); and Climate Mobility Investment Plans (CMIPs), which support governments to identify, prioritise and develop investment-ready climate mobility solutions. The Facility connects these pipelines with grant, concessional and private capital, alongside insurance and risk-transfer instruments where relevant.

Insurance and risk-transfer instruments run alongside CMIF's investments. They protect adaptation investments, improve liquidity after climate shocks, and strengthen the investment case for public and private investors alike.

Investing for impact

CMIF is designed to directly address climate change-related drivers of displacement in climate-vulnerable areas. The Facility shifts the focus from financing the consequences of displacement towards investing in the conditions that enable adaptation and enhanced resilience.

By investing earlier and at scale, CMIF aims to reduce displacement pressures, increase habitability, diversify livelihoods, create new economic opportunities, and support longer-term economic transformation, resilience, peace and stability.

Climate Mobility Investment Plans

A Climate Mobility Investment Plan (CMIP) is a government-owned plan, co-designed by governments and IOM. It sets out where climate mobility risk is concentrated in a country, which interventions respond to it, and how they should be financed. The approach draws on the UNFCCC Technical Guide on Accessing Finance for Averting, Minimising and Addressing Displacement.

The first CMIP was validated in the Philippines in March 2026 with the Department of Environment and Natural Resources, the Department of Social Welfare and Development and IOM. Further countries will be added as their plans come online.
