Safer Evacuations: A Digital Evacuation Management System for Rodriguez and Bagamanoc
When typhoons and floods trigger evacuations in Rodriguez and Bagamanoc, local responders currently track evacuees, shelter capacity, and relief needs largely on paper and by phone, leading to delays and gaps in assistance. This project pilots a digital Evacuation Management Information System that connects the whole chain: pre-disaster registration of at-risk households, real-time evacuation centre occupancy, tracking of family units and vulnerable persons, and coordination of relief distribution and return. The work runs in three phases: system design with local responders, pilot deployment during the typhoon season, and refinement with a view to wider adoption. By making evacuations faster, safer, and better documented, the project reduces the harm displacement causes and helps families return home sooner.
